The Scandinavian Evangelical Lutheran Zion Church was established on December 15, 1894, by members of the sizable Norwegian community of Staten Island who wished to attend Lutheran worship and Sunday school in their native language. What was once a congregation of Norwegian immigrants has grown to a congregation that encompasses many ethnic traditions among its membership.

Zion Lutheran Church has had three locations in its history. The first church, dedicated in 1901, was located on Avenue B (in the Port Richmond section of Staten Island). In 1921, the congregation moved to a building located at 77 Bennett Street (also in Port Richmond). In 1966, the present church and buildings (in the Westerleigh section of Staten Island) were dedicated, and the Bennett Street property was sold to St. Philip's Baptist Church.
